This research is motivated by the phenomenon of the lack of competence of teachers in writing scientific papers, which causes delays in promotion to functional positions. The approach used in this research is a qualitative approach with descriptive analysis method. The results of the study show that: schools basically know the importance of the benefits of scientific writing for promotion of teacher functional positions, but the Principal has not managed to increase teacher competency in producing scientific writing optimally. The conclusion from this study is that the principal has not been optimal in managing the increase in teacher competence in producing scientific papers.
