Abstract

People with special needs are generally in urgent need of help and assistance,
especially children, as confirmed by the International Bill of Human Rights, which aimed to
promote and protect the rights of all people, including those with special needs, even if they
are not explicitly mentioned in it. There is approximately 15% of the world's population, or
nearly 1 billion people, with disabilities. Undoubtedly, promoting legal protection for them
through the adoption and proper application of international and regional documents will
enhance the factors of peace, security, and overall development for all societies.
